HMRC Update on CDS for Exporters

In November 2023, HMRC’s system CHIEF will officially close to exporters and freight forwarders, and they will be expected to use the new Customs Declarations System (CDS) for their export declarations.

However, HMRC has recently confirmed that some declarants can already start using CDS – specifically, those who only use the Goods Vehicle Movement Service (GVMS) through a non-inventory-linked location. The government is in the process of contacting declarants that use a lot of GVMS declarations. If you have any questions about CDS and GVMS, please contact us. If the HMRC hasn’t been in touch, we don’t recommend trying to use CDS by yourself, as not all routes are currently supported.

Other declarants would be able to use CDS for exports in September. If you’re not using GVMS but want to export from the UK, the HMRC will contact you in July about moving your operations to CDS. You can also get in touch with us in the meantime. We’re in the process of putting together a course for CDS for exporters, and if you’d like early access, email us.

Here are some steps you can take to prepare for CDS export declarations:

  • Get an EORI number if you haven’t already done so.
  • Subscribe to CDS using your Government Gateway ID and password.
  • Choose a software provider for your CDS export needs. They’re listed in the HMRC directory, but you can also contact us directly for a quote.
  • Watch our video to see how to complete an example export declaration. We’re using our software in the video, as it makes the process much simpler than having to put together an XML file!
